Patricia Garcia, CFO
Dr Shant is a seasoned bank officer responsible for Sovereign Banking across our banking group. Trained as a medical doctor at the University of Oxford, he transitioned to finance and has spent the last sixteen years as a specialist Sovereign Banker. His work has encompassed financing sovereign solutions and delivering major infrastructure projects, including ports, railways, urban developments, highways, pharmaceutical facilities, and automotive plants. His longstanding relationships with Heads of State and Ministers of Finance ensure the organisation remains at the forefront of Sovereign Finance and international project delivery.
The daughter of a retired board member of Santander, Patricia was immersed in the banking sector from an early age. As Chief Financial Officer, she oversees all financial operations of the group, ensuring robust fiscal management and regulatory compliance. Her deep knowledge and strategic acumen drive financial performance and underpin the firm’s continued growth. Patricia also leads the banking governance team, ensuring that the organisation maintains rigorous oversight and financial excellence across all its operations.
Elvis Chetty, Chief Legal Officer
Jason Chen, Head of Third Party Services
A barrister by profession, Elvis Chetty serves as the Chief Legal Officer for the group, overseeing all legal portfolios across our holding structure. With a distinguished background in commercial law, he manages complex contractual, regulatory, and corporate matters arising from our diverse business interests within the banking sector. Elvis brings precision, insight, and sound judgment to every engagement, ensuring that the organisation operates with the highest legal and ethical standards. His leadership ensures that all group entities remain fully compliant while supporting our strategic growth and governance objectives.
Jason Chen leads the Third Party Services division, which provides business development, compliance, and consultancy services to external entities. With a background in economics and extensive experience across sectors including banking, oil, cryptocurrency, and sovereign finance, Jason brings a uniquely broad perspective to his role. He drives strategic partnerships and commercial expansion, ensuring that our third-party clients benefit from the same level of excellence that defines our core banking operations. His expertise strengthens our group’s external reach and reinforces its position as a trusted global service provider.
